The Monarchy and Parisian Urban Development during the Enlightenment. Large-Scale Projects and the Weakness of Power

Despite the watchful eye the French monarchy kept over Parisian urban development, the great beautification projects for Paris during the century of the Enlightenment remained incomplete and incoherent. In fact, the monarchy had limited room for maneuver. It clashed with traditional construction practices and lacked the personnel to administer buildings and road. In fact, the principal weakness of the French monarchy was legal and financial in nature. Legislative means did not permit efficient expropriation procedures. It thus had to wait for reconstruction projects, such as the alignment of facades on a case-by-case basis. All centralized demolition projects had to grapple with land owners, the complex and overlapping nature of landed estates, and the total amount of indemnities to be paid.
Malgré la surveillance de la monarchie française sur l’urbanisme parisien, les grands projets d’embellissements du siècle des Lumières demeurent inachevés, partiels et sans cohérence. En effet, la marge de manœuvre de la monarchie est très limitée. Elle se heurte à la force des habitudes constructives, mais aussi à la faiblesse du personnel affecté à la police des bâtiments et de la voirie. La principale faiblesse de la monarchie française demeure d’ordre juridique et financier. En effet, l’arsenal législatif ne permet pas vraiment de procéder à des expropriations efficaces; il faut donc se contenter d’agir à l’occasion de reconstructions, pour obtenir, par exemple, des alignements de façades au coup par coup. Toute démolition autoritaire se heurte à la résistance des propriétaires, à l’imbrication complexe des seigneuries foncières et au montant des indemnités qu’il faut verser.
