From the ecological footprint to the ecological balance sheet : The EMPR‐PNRs program (Ecological footprint and flagship indicators for regional natural parks) was jointly initiated in 2010 by the mixed syndicate for the prefiguration of the Préalpes d'Azur Regional Natural Park (SMP PNRPA), the Regional Agency for Environnement de Provence‐Alpes‐Côte d'Azur (ARPE PACA), the REEDS laboratory of the University of Versailles‐St Quentin en Yvelines, and the NSI association (Nord Sud International). It follows on from a program initially started by ARPE in 2007 which consisted in applying, for the first time outside the United Kingdom, the REAP methodology to another country: France. This methodology is divided into two distinct phases, the first of which was carried out by Richard Loiret within the ARPE in 2008 (See on this subject: https://hal.archives-ouvertes.fr/hal-03781922) and the second, carried out by the same person, during the first year (2010‐2011) of the EMPR‐PNR programme, which must in total be spread over 3 years. This document reports on the results obtained with regard to the application of the REAP methodology to France and the disaggregation of its Ecological Footprint and its Carbon Footprint in order to obtain these same footprints for French local authorities, on whatever scale. it would be. It begins with preliminary considerations establishing for the first time an essential semantic clarification distinguishing the components of the ecological footprint (biocapacity and footprint) from those of a new form of ecological balance sheet: the "ecological balance sheet" which should henceforth be composed of an ecological "asset" and an ecological "passive". The rest of the EMPR‐PNRs program will have been devoted to doctoral research, both fundamental and applied, concerning the ecological balance, the final results of which will be presented in a doctoral thesis in ecological economics which can now be consulted here: https://hal.archives-ouvertes.fr/tel-01306180

De l'empreinte écologique au bilan écologique : Le programme EMPR‐PNRs (Empreinte écologique et indicateurs phare pour les Parcs naturels régionaux) a été initié conjointement dès 2010 par le syndicat mixte de préfiguration du Parc naturel régional des Préalpes d’Azur (SMP PNRPA), l’Agence Régionale pour l’Environnement de Provence‐Alpes‐Côte d’Azur (ARPE PACA), le laboratoire REEDS de l’Université de Versailles‐St Quentin en Yvelines, et l’association NSI (Nord Sud International). Il s’inscrit à la suite d’un programme initialement entamé par l’ARPE en 2007 qui a consisté à appliquer, pour la première foi en dehors du Royaume Uni, la méthodologie REAP à un autre pays : la France. Cette méthodologie se découpe en deux phases bien distinctes, dont la première a été réalisée par Richard Loiret au sein de l’ARPE dès 2008 (Voir à ce propos : https://hal.archives-ouvertes.fr/hal-03781922) et la seconde, réalisée par la même personne, lors de la première année (2010‐2011) du programme EMPR‐PNR, qui doit au total s’échelonner sur 3 ans. Le présent document rend compte des résultats obtenus quant à l’application de la méthodologie REAP à la France et à la désagrégation de son Empreinte écologique et son Empreinte carbone en vue d’obtenir ces mêmes empreintes pour les collectivités territoriales françaises, de quelque échelle que ce soit. Il est entamé par des considérations préliminaires établissant pour la première fois une clarification sémantique essentielle distinguant les composantes de l'empreinte écologique (biocapacité et empreinte) de celles d'une nouvelle forme de bilan comptable écologique : le "bilan écologique" qui devrait désormais se composer d'un "actif" et d'un "passif" écologiques. La suite du programme EMPR‐PNRs aura été consacrée à une recherche doctorale, au caractère fondamental et appliqué concernant le bilan écologique, dont les résultats finaux seront exposés dans une thèse de doctorat en économie écologique que l'on peut aujourd'hui consulter ici : https://hal.archives-ouvertes.fr/tel-01306180
