Reconversion d'anciens sites miniers en lieux culturels Enjeux territoriaux et appropriation dans le Bassin minier du Nord-Pas-de-Calais

Abstract : In 2012, the opening of the Louvre Museum in Lens, preceded by the inscription of the Mining Basin on UNESCO's World Heritage List as a "living evolving cultural landscape", aroused media and scientific curiosity for this territory. Are cultural policies able to work towards the local redevelopment of the Mining Basin, a post-industrial territory in crisis with a persistent repulsive image? The purpose of this thesis is to examine projects to reconvert former mining sites through culture and to compare the territorial issues identified by local actors with the local ownership of these projects. This research then proposes to consider what the resemantization of former mining sites, i.e. their change in function, form and atmosphere, implies in terms of territorial renewal. The study invites us to consider the Mining Basin as a territory in tension between past and present, local and global logics, top-down and bottom-up dynamics. It also proposes a reflection on the instrumentalization of the mining heritage through public action as an identity marker and narrative basis for the territory story-telling, which contrasts with the need to give the local population prospects for the future.
